Located in waterside park. Easy find (if you look in right place).

You can find Kempenfelt Kelly playing in her sandbox in this nice little park, or she maybe out swimming in the bay! Sit awhile and enjoy the view. Lots of mini-muggles around so stealth required. Bring your own writing instrument. Contents only a log book.
